ANALYSIS: Soros pledges $1bn to battle 'would-be and actual dictators'

US financier and philanthropist George Soros on Thursday pledged one billion dollars for a new university network project to battle the erosion of civil society in a world increasingly ruled by "would-be and actual dictators" and beset by climate change.
Speaking at the World Economic Forum in Davos, Soros said humanity was at a turning point and the coming years would determine the fate of rulers like President Donald Trump and China's Xi Jinping as well as the world itself.
"We live at a transformational moment in history. The survival of open societies is endangered and we face an even greater crisis: climate change," said the Hungarian-born billionaire.

He described the plan of the Open Society University Network (OSUN) as "the most important project of my life" and would be an international platform for teaching and research that existing universities all over the world would be able to join.
It would seek to reach out to "places in need of high quality education and in serving neglected populations" such as refugees, prisoners, the Roma and other displaced peoples like the Rohingya Muslim minority in Myanmar, he said.
"To demonstrate our commitment to OSUN, we are contributing one billion dollars to it," said Soros in his traditional annual Davos address.
Soros, whose Central European University (CEU) was forced to leave Hungary after pressure from the government of Prime Minister Viktor Orban, said the project was needed at a time when open society was at more risk than ever.

He expressed grief that the world's strongest powers -- the United States, China and Russia under President Vladimir Putin -- were "in the hands of would-be or actual dictators and the ranks of authoritarian rulers continued to grow."
With nationalism making further headway around the world, Soros said that the "biggest and most frightening setback" was in India, accusing Prime Minister Narendra Modi of "creating a Hindu nationalist state."
He again slammed Trump, describing the US leader as a "conman and the ultimate narcissist" but said the current surge in economic strength for the United States may have come too soon for the US leader as he faces re-election later this year.
"Trump... has managed to overheat an already buoyant economy. An overheated economy can't be kept at the boiling point for too long," warned Soros, credited with correctly predicting major market swings in his career as an investor.
"If all this happened close to the election it would have assured his election. His problem is that the election is still 10 months away and, in a revolutionary situation, that's a lifetime."
- 'New kind of human' -
But Soros also expressed particular alarm over Xi, who he said had broken with Communist Party tradition by concentrating power around himself, with the Chinese economy losing its previous flexibility.
While Xi Jinping "became a dictator as soon as he gained sufficient strength" his "success is far from assured" as demographics caused by the one child policy work against China.
He said that most troublingly, Xi was seeking to bring into existence "a new type of authoritarian system and a new type of human being who is willing to surrender his personal autonomy in order to stay out of trouble."
"Once lost, personal autonomy will be difficult to recover. An open society would have no place in such a world."

BREAKING AND UPDATE: Mail bomb investigators check Florida leads

The FBI has searched a mail facility near Miami, as investigators try to find who is behind a series of suspected explosive packages.
Devices have been sent to eight high-profile people, including ex-President Barack Obama and actor Robert De Niro.
Unnamed officials told US media that investigators believe at least one was sent from Florida.
The FBI have not released any details of their investigation.
Similar packages have also been sent to former Vice President Joe Biden and former Secretary of State Hillary Clinton, among others.
The postal facility searched is in Opa-locka, where security footage was being scrutinised. A bomb squad and canine unit accompanied federal officials, Miami-Dade County Police said.
On Thursday evening, New York's Time Warner Center was evacuated after reports of a suspicious package, but it was later declared a false alarm. The building is home to news network CNN, which received one of the devices by post the previous day.

Earlier, FBI Assistant Director William Sweeney confirmed that the white powder found in the package sent to CNN "did not present a biological threat".
Mr Sweeney said thorough examinations of all the packages are under way at the FBI laboratory in Quantico, Virginia, outside Washington DC.
New York Police Commissioner James O'Neill could not confirm whether all the devices were intended to explode, but he said officials "are treating them as suspected explosive devices".
"This has to be taken with the utmost seriousness," he said. "As far as a hoax device? We're not treating it that way."
Mr O'Neill added that authorities "do not know at this time" whether there are additional devices in the mail. He said police are working with postal service officials "to make sure if there are any out there, we identify them quickly".
On Thursday morning, the FBI said Mr Biden received two suspect packages and a similar package was found at a New York restaurant owned by Mr De Niro.

How did the bomb threat unfold?

The series of bomb alerts began on Monday, when a suspected device found in the post box of billionaire businessman George Soros, a major Democratic Party donor.
Devices were sent to the following eight individuals, according to the FBI:
  • Businessman George Soros
  • Former Secretary of State Hillary Clinton
  • Former President Barack Obama
  • Former Vice-President Joe Biden
  • Former CIA Director John Brennan, care of CNN
  • Former Attorney General Eric Holder
  • California Democratic Congresswoman Maxine Waters
  • Actor Robert De Niro
None of the devices went off.

What happened with De Niro?

A suspected explosive device was found at a building in Manhattan early on Thursday, local time. It is home to Mr De Niro's production company and Tribeca Grill restaurant.
New York City Mayor Bill de Blasio praised the "really quick-witted work of a security guard" who alerted authorities.
According to the Associated Press, the security guard was off work on Thursday and had seen an image in a news report of the packages others had received.
That individual then recalled spotting something similar in the building's mailroom and immediately called authorities who removed the device around 06:30 (10:30 GMT), AP reports.
CNN's New York office was evacuated on Wednesday morning, after the package addressed to Mr Brennan was found in its mailroom.

Why is this so political?

Every person who has has been sent package is known to be a critic of President Donald Trump.
The attempted bombings also come just under two weeks before the mid-term elections, with US politics highly polarised.
On Wednesday, President Trump responded to the unfolding news of the suspect packages by calling for more civility in public life.
"Those engaged in the political arena must stop treating political opponents as being morally defective," he said at a rally in Wisconsin.
"No-one should carelessly compare political opponents to historic villains, which is done often."

The president made no specific reference to the intended recipients of the packages.
His critics have called his remarks hypocritical, as he often uses vicious language against his opponents and the press.
Former CIA Director John Brennan, who was targeted at the CNN office on Wednesday, tweeted to Mr Trump on Thursday: "Stop blaming others. Look in the mirror. Your inflammatory rhetoric, insults, lies, & encouragement of physical violence are disgraceful."

However, conservatives say Democrats are to blame for the state of political discourse in the US.
They say Democrats, including those who were targeted in the bomb scare, have encouraged "angry mob" behaviour.
