            "All the surfers wait year-round for this," he said after riding the waves at Beach 92nd St. "But the people without experience, I wouldn't recommend it."

                      So my main message to everybody involved is that we have to take this seriously. The federal government is working effectively with the state and local governments. It’s going to be very important that populations in all the impacted states take this seriously, listen to your state and local elected officials.

                      My message to the governors, as well as to the mayors, is anything they need, we will be there. And we’re going to cut through red tape. We’re not going to get bogged down with a lot of rules. We want to make sure that we are anticipating and leaning forward into making sure that we’ve got the best possible response to what is going to be a big and messy system.

                        Gov. Cuomo at a storm briefing outside of Albany urged people to take the weather threats seriously.

                        “This is nothing to be trifled with,” Cuomo said during a press conference in the Albany area. “This is not a storm to play with.”

                        Cuomo noted many people often believe the weather forecast turns out not to be true, but warned that "this is not the time to take a chance."

                        He urged people to stay off the roads.

                        “We don’t want you putting yourself in a situation where you can endanger yourself and then cause danger to another person who comes to assist you.”

                        “This is going to be a serious situation, all the forecasts say that. Exactly how bad, we don’t know. We hope not as bad as Irene was last year, but in truth we don’t know.”

                        He said there will be a lot of rain and high winds upstate and a “problematic storm surge” in the lower part of the state.

                        “Whatever it is, it is going to be very serious and again it is nothing to be trifled with so please treat it with respect.”

                        The Erie Canal will be lowered to winter levels to prevent flooding.
                        • 1:50 PMCeleste KatzFrom the State Cap: “I’ve directed the Port Authority to ensure that the World Trade Center site and the Memorial are protected from flooding and high winds due to Hurricane Sandy,” said Governor Cuomo. “The World Trade Center is being built well above and beyond normal flood protection standards; however we must take every precaution to ensure the site is protected from a potentially historic storm.”

                          All construction materials have been tied down and nailed to concrete floors, or secured with heavy chains. Additionally, all cranes have been secured, including the ones located on Towers 1 and 4. Additionally, aerial lifts are set to their lowest positions.

                          For floors above 88 at One World Trade Center -- which are currently surrounded only by netting -- crews have removed or tied down any and all debris that could become airborne during the storm. Throughout the storm, there will be construction staff and maintenance crews will be on site around the clock to deal with issues that may arise.

                                  "This notification should serve as a reminder to vendors and their consumers that state law prohibits price gouging at times when nature demonstrates its disruptive fury. The New York General Business law forbids those who sell essential consumer goods and services from charging excessive prices during what is clearly an abnormal disruption of the market. Those who do so will ultimately see a reduction in their profits, faced with penalties, fines and directives to set up reimbursement funds."

                                    "As [FEMA Administrator] Craig (Fugate) has emphasized, this hasn't hit landfall yet.                                     He cautioned that the storm may be "slow moving" and said his "Main message is...we have to take this seriously."

                                    He sent a message to those potentially impacted by the storm: "Anything they need, we will be there." And said the administration would provide the "Best possible response to a big and messy system."

                                    Following the briefing, the President joined a call with Governors and Mayors from potentially impacted areas to get an update on preparedness efforts underway in those areas. On that call the President was joined by Homeland Security Secretary Janet Napolitano, FEMA Administrator Craig Fugate, Deputy Chief of Staff Alyssa Mastromonaco, Deputy Assistant to the President for Homeland Security Richard Reed, Virginia Governor Robert McDonnell, Maryland Governor Martin O'Malley, Delaware Governor Jack Markell, Pennsylvania Governor Tom Corbett, New Jersey Governor Christopher Christie, New York Governor Andrew Cuomo, Connecticut Governor Dan Malloy, Massachusetts Governor Deval Patrick, District of Columbia Mayor Vincent Gray, City of Baltimore Mayor Stephanie Rawlings Blake, Philadelphia Mayor Michael Nutter, City of Newark Mayor Cory Booker.

                                                  He loaded clothes and blankets into an SUV as he prepared to bring his three kids to a relative’s house.
                                                  "I'm going home to my mother’s in Staten Island,” he said. “Me, my wife, my kids. (I packed) clothes, food, blankets, a playpen. The essentials."

                                                    In Red Hook, conversation is buzzing about whether or not to obey mandatory evacuation orders.

                                                    Marilyn Harris, 63, said she's sticking it out in her fourth floor apartment on Richards St.

                                                    "I think it's going to be a storm,” she said. “A big storm. I'm getting prepared and we are going to stick it out."

                                                    Neighbor Danielle Frontani, 29, also says she's sticking it out at home: "The water isn't going to make it up to Richards St."

                                                    Business was brisk early Sunday afternoon at all open stores, including the Botta di Vino wine shop.

                                                    "People are stocking up for the end of the world," joked owner Jonathan Dalin.

                                                      “My concern is for all the people, and particularly for the first responders who are willing to put their lives on the line, but there’s no reason to have extra risks just because some people said, ‘Well, maybe I’ll wait it out,’ and then later on changed their mind."
